William Sheehan is chair of the firm’s Appellate Litigation Practice Group. He has briefed and argued several cases in the U.S. Supreme Court and many cases in the federal circuit courts, bankruptcy courts, state supreme and intermediate appellate courts, and before arbitration panels. Mr. Sheehan has filed amicus curiae briefs in the Supreme Court on behalf of (among others) the American Bar Association, the Chamber of Commerce of the United States, the National Railway Labor Conference, General Electric Co., the National Association of Criminal Defense Lawyers, the American Council of Life Insurers, the American Psychological Association, the Lawyers’ Committee For Civil Rights Under Law, and the NAACP Legal Defense and Education Fund.
Mr. Sheehan also maintains a wide-ranging litigation and counseling practice, with considerable experience in complex financial litigation. He has recently tried cases in California for a consortium of former asbestos producers and in Maryland for a start-up technology company; represented a wind power company in arbitration in Texas; represented a foreign non-resident taxpayer before the U.S. Tax Court; represented a nationwide mortgage lender in class action consumer finance litigation; and represented an overseas software company in breach of contract litigation. He also advises on the Foreign Agent Registration Act.

Mr. Sheehan has co-authored, with other lawyers at the firm, “FIRREA’s Cross-Guarantee Provision, Solvent Banks, and The Fifth Amendment,” The Banking Law Journal, June 1995, and “Discovery of Computerized Litigation Support Systems in Federal Court,” 1991 Complex Crimes Journal 72 (1991).
PROFESSIONAL EXPERIENCE
Mr. Sheehan was a partner at Shea & Gardner prior to its combination with Goodwin Procter in 2004. From 1995 to 1997, he was Deputy General Counsel (Legal Counsel) at the Department of Defense, where he was responsible for coordination and oversight of all significant litigation, and was chair of the DoD Alternative Dispute Resolution Coordinating Committee. From 1975 to 1978, Mr. Sheehan was an Assistant to the Solicitor General of the United States. From 1971 to 1972, he clerked for the Honorable J. Edward Lumbard for the U.S. Court of Appeals for the Second Circuit.
BAR AND COURT ADMISSIONS
Mr. Sheehan is admitted to practice in the District of Columbia, and before the U.S. Supreme Court and numerous other federal courts.
RECOGNITION
While in law school, Mr. Sheehan was Editor-in-Chief of the University of Pennsylvania Law Review.
